Org. Setting and Reporting

This position is located in the Office of the Director-General (ODG), United Nations Office at Vienna (UNOV), and the Office of the Executive Director (OED), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent reports to the Chief, Office of the Director-General/Office of the Executive Director (ODG/OED) and Strategy Advisor to the Executive Director of UNODC.

Within assigned authority, the Speechwriter and Spokesperson is responsible for writing and preparing written material for delivery by the Director-General/Executive Director and for managing communication between the media and the Director-General/Executive Director.


Under the Director-General/Executive Director’s guidance, the Speechwriter and Spokesperson will take primary responsibility for leading and coordinating the preparation and writing of speeches, statements, talking points, questions and answers and other materials for the Director-General/Executive Director. In this respect, the incumbent will be responsible for the following duties:


?Contact UNODC/UNOV senior officials to obtain and discuss information and detail on programme objectives and results, activities and initiatives for inclusion in speeches or statements;

?Research documents and materials (e.g. specialized journals and magazines, UNODC/UNOV publications and documents, publications and issuances of UN bodies and entities the Internet and the press), review and analyse them and extract information and facts necessary and relevant to speeches and statements;

?Integrate the inputs, comments and suggestions of UNODC/UNOV senior officials and the Director-General/Executive Director and finalizing speeches and statements;

?Write prefaces and forewords for UNODC publications;

?Upon the request of the Director-General/Executive Director, prepare and draft correspondence;


The Speechwriter and Spokesperson will take primary responsibility for the media profile of the Director-General/Executive Director, also in support of the media profile of UNOV/UNODC. In this respect, the incumbent will be responsible for the following duties:

?Develop and implement a communication strategy for the Director-General/Executive Director in order to maximize media coverage of the activities of UNODC and UNOV;

?Write articles and “op-eds” on behalf of the Director-General/ Executive Director for high-profile media in order to maximize the impact of UNODC/UNOV activities by identifying and developing newsworthy ideas/topics and identifying possible high-profile media for placement;

?Identify and arrange suitable encounters between the Director-General/Executive Director and the press and assist him/her in these encounters;

?Write press releases as appropriate;

?Address the press on behalf of UNODC and UNOV as appropriate;

?Fulfil speaking engagements and make presentations to groups on UNODC/UNOV activities and advocate issues of concern;

?Work closely with the Advocacy Section (AS) of UNODC and the United Nations Information Service (UNIS) on public information and advocacy activities as required;

?Provide content to the Internet and other new and social media;

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.


An advanced university degree (Master’s degree or equivalent) in communications, journalism, international relations, public administration or other related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible professional experience in journalism, communications, international relations, public administration including experience at the international level is required. Experience in writing speeches for senior or high-level officials is desirable. Experience in the development and implementation of communication plans, writing press releases and communicating with the media is desirable. Experience in a relevant field in the United Nations system or similar international organization is highly desirable.


English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.


Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice

This is an extra-budgetary post. The initial appointment will be for a period of one year. Extension of appointment will be subject to the availability of funds.
